Can a unit that can use a stratagem for free use any stratagem (core or detachment-specific) under this rule?

The Verdict: No. The only stratagems that can be used in such a way are those categorized as “Battle Tactics.” An exception to this is if a stratagem is specifically named in a datasheet or ability (e.g. “Heroic Intervention” or “Overwatch”.
